1: make your own laws.
2: carrys out the laws.

I think when their other societys began to get to hard to understand so they try to find another to follow that is better so they wanted to make their own so they searched to find a place with very little society and built a it up.

I think the most important is school cause it was the older people who have to learn to pass it on for any people to build up anything. and that they all so learned as time goes by how to measure and determine and to do that they had to learn it from some were. Last school even stories help build society

I think the most important development is democrocy.
